There's not enough visible to place this decisively into a subfamily, let alone a genus. The chaetotaxy is difficult to make out, especially on the prescutum, scutellum, and radial nodes of the wings; the face is also obscured.
Some possibilities would be Ceracia (Exoristinae: Acemyini), and perhaps some of dexiine genera with long legs - Prosena, Senostoma or Prosenina (Dexiinae: Dexiini).
Most likely not Exorista: only 3 post dc setae (not 4), and strong crossed apical scutellar setae (generally weaker and horizontal in Exorista).
